Land and Construction Innovations: How to Obtain the Title to a Land Plot, Develop It and Remain Its Owner

On July 15, 2010, a workshop on “Land and Construction Innovations: How to Obtain the Title to a Land Plot, Develop It and Remain Its Owner” was held at LIGABusinessInform Press Center. A similar workshop was hosted by a press center on Khreshchatyk Street on 9 July.

Natalia Dotsenko-Belous, Attorney and Senior Associate with Vasil Kisil & Partners Law Firm, having nine-year expertise in construction projects legal support and being the author of the book “Construction Financing Strategies” (2009), delivered her speech at the event.

Construction and real estate workshops usually provoke genuine interest and gather numerous attendees. This time around the event brought together representatives of construction companies and producers of construction materials and construction & industrial equipment, as well as operators in food industry, telecommunications and providers of banking, consulting and legal services who came to listen to highly professional expert comments on the land title and legal aspects of construction.

Recently, a great many regulatory acts governing or directly influencing construction sector operations have been substantially amended. Natalia Dotsenko-Belous gave a detailed overview of such amendments and considered their practical aspects. In particular, she analyzed the draft Tax Code in terms of land plot transactions, construction and securities and examined the Law of Ukraine “On State Private Partnership”, the Law of Ukraine “On Simplifying Terms for Doing Business in Ukraine”, and the Law of Ukraine “On the Permits Procedure in Management” for construction market participants.

In her answers to listeners’ questions, Natalia expounded land aspects: details of acquiring the title to and privatizing a land plot, legal aspects of alienating a real property, dividing and consolidating land plots, holding land auctions, and many other pressing issues of land law. Also, she covered the legal aspect of operations with non-completed construction properties and the regulatory approval algorithm in construction.
